Abstract: This talk examines the EU’s Competitiveness Compass as a paradigmatic shift from traditional market liberalism toward a “security-first” industrial policy, with far-reaching implications for the future of China-EU economic relations. It compares the divergent narratives emerging from Brussels and Beijing on contentious issues such as overcapacity, subsidies, industrial policy, and trade imbalances. Finally, the presentation assesses China’s dual role within the EU’s competitiveness agenda – as both a benchmark against which European competitiveness is measured and an indispensable partner capable of accelerating Europe’s transition toward a green future.
